World Taekwondo reduces its Council: the change that Dr. Choue himself promoted
Three principles promoted by WT for Continental Unions
In conversation with MASTKD, Seo was emphatic in assuring that the Choue administration has issued a “Strong Recommendation to the CUs,” in accordance with the recommendations of the International Olympic Committee (IOC), for the Continental Unions to build their administrations on three principles:
1) Elected majority, not appointed.
2) Gender equity and equality on the Executive Council.
3) Small Executive Councils, avoiding large structures, following IOC guidelines.
Political reading: why this message matters
Talking to the Secretary General of WT is not a formal gesture: it is access to the operational center of power, where real governance is administered and institutional policy is translated into rules, procedures, and decisions. In this context, Seo’s statement was not just a decorative phrase: it was a guide on how WT wants continental power to be organized.

Governance: less discretionality, more rules
The three principles were also interpreted within the context of internal reforms that WT had already implemented to its own structure. WT reduced the Council from 37 to 25 members and limited the capacity for presidential appointments, with the aim of strengthening electoral mechanisms and representation.
At the same time, the election of officials in Wuxi 2025 was part of the institutional cycle that WT opened after the reform approved in 2024, with balanced formal criteria.
