Scandal Erupts in Kathmandu: Discrimination and Deception Tarnish the Kukkiwon Cup

The Kukkiwon Cup — once promoted as a beacon of fairness and unity — now stands accused of betraying the very principles it was supposed to uphold.

The Kukkiwon Cup — once promoted as a beacon of fairness and unity — now stands accused of betraying the very principles it was supposed to uphold.
The Kukkiwon Cup Taekwondo Championship, held in Kathmandu from April 17 to 19, 2025, has erupted into controversy amid serious allegations of discrimination, deception, and gross mismanagement. Led by Korean instructor Master Kwon Yong Dal and organized by the Nepal Taekwondo Association (NTA), the event has been widely condemned for betraying the core principles of Taekwondo and Kukkiwon’s international philosophy of fairness and inclusiveness.
Promoted as an international tournament open to all, the championship ultimately featured only Nepalese athletes — despite repeated promises by Master Kwon and NTA officials that foreign competitors would participate. The complete absence of international athletes has fueled accusations that Master Kwon Yong Dal and the Nepal Taekwondo Association deliberately misled the public, athletes, and sponsors, severely damaging the event’s credibility and tarnishing the Kukkiwon brand.
In direct violation of Kukkiwon Cup regulations, it was also revealed that some players simultaneously served as referees and tournament officials, fundamentally compromising the integrity and neutrality of the competition. These violations highlight a shocking failure of leadership and governance by both Master Kwon Yong Dal and the Nepal Taekwondo Association.
It is important to note that Master Kwon Yong Dal was dispatched to Nepal by KOICA (Korea International Cooperation Agency) — a respected non-profit organization under the South Korean government — with the specific mission of promoting and teaching Taekwondo as a tool for education, unity, and cultural exchange. His role was intended to be strictly neutral and non-political, focused on supporting the growth of Taekwondo in Nepal for all practitioners, regardless of organizational affiliation.
However, instead of fulfilling this noble mission, Master Kwon Yong Dal became deeply entangled in local Taekwondo politics, openly siding with the Nepal Taekwondo Association (NTA) and participating in the exclusion and discrimination of athletes from rival associations.
By doing so, he violated the spirit of KOICA’s mission, betrayed the trust placed in him, and undermined efforts to unify and develop Taekwondo fairly and inclusively in Nepal.
Even more disturbingly, it has been confirmed that Master Kwon Yong Dal and the Nepal Taekwondo Association intentionally blocked Kukkiwon-certified athletes from participating, solely because they were affiliated with the National Taekwondo Association Nepal (NTAN) rather than the NTA.
Despite holding official Kukkiwon black belt certifications, these athletes were denied the right to compete — a move seen as a direct attack on the values Kukkiwon stands for: openness, fairness, and respect for all Taekwondo practitioners worldwide.
Witnesses and participants allege that Master Kwon and the NTA systematically discriminated against NTAN athletes, favoring only those loyal to their own association.
This blatant exclusion runs completely counter to Kukkiwon’s founding philosophy, which promotes Taekwondo as a universal martial art open to all individuals, regardless of politics, affiliation, or association.
«Master Kwon Yong Dal and the Nepal Taekwondo Association’s discriminatory and politically motivated management has betrayed the spirit of Taekwondo and inflicted deep harm on Nepal’s Taekwondo community,» said a senior coach who spoke on condition of anonymity.
«Instead of building bridges, they have erected walls that exclude and marginalize deserving athletes — even those officially recognized by Kukkiwon itself.»
The scandal has triggered widespread outrage across Nepal’s Taekwondo community, with growing demands for Kukkiwon to immediately investigate the misconduct and hold those responsible accountable.
Many are urging Kukkiwon to take swift and decisive action to reaffirm its commitment to the principles of transparency, fairness, and respect for all athletes.
As Nepal continues to position itself as a future powerhouse in South Asian Taekwondo, experts stress that only events grounded in ethical leadership and open competition will truly elevate the sport — not tournaments marred by discrimination, favoritism, and political manipulation.
The global Taekwondo community now looks to Kukkiwon for leadership, accountability, and a renewed commitment to the values that have made Taekwondo a global symbol of unity, discipline, and honor.

In the end, Taekwondo’s true strength lies not in medals or titles, but in the integrity of those who lead it. Kukkiwon must now decide: will it defend the values that made Taekwondo a global force for unity — or allow politics and discrimination to tear it apart?
