Kukkiwon activated the 2026 Technical Deliberation Committee with appointments in six key areas
Seoul — Kukkiwon held a ceremony at its central training center to appoint vice-presidents and members of six subcommittees of the Technical Deliberation Committee (기술심의회), with a total of 201 members appointed for the 2026 cycle. The areas formalized were: Examination Implementation, Breaking, Planning, Records, Communication/PR, and Order/Discipline.
Seoul — Kukkiwon held a ceremony at its central training center to appoint vice-presidents and members of six subcommittees of the Technical Deliberation Committee (기술심의회), with a total of 201 members appointed for the 2026 cycle. The areas formalized were: Examination Implementation, Breaking, Planning, Records, Communication/PR, and Order/Discipline.
The decision put into operation the “technical team” that supports the operation of sensitive programs for institutional Taekwondo: evaluation and certification processes, document management, technical guidelines by area, and internal order mechanisms.

What was appointed and where it took place
The ceremony was held in the Central Training Hall (central sports hall) of Kukkiwon and brought together the authorities appointed to each subcommittee, reaching 201 names between vice-chairpersons and members.
The six subcommittees mentioned in the announcement were:
심사집행 (Examination Administration)
격파 (Breaking)
기획 (Planning)
기록 (Records)
홍보 (Communication/PR)
질서 (Order/Discipline)
Kukkiwon itself defined the Technical Deliberation Committee as a structure that was established each year with the aim of efficiently promoting the institution’s main projects.
In practice, this transformed the committee into a direct point of impact on technical credibility: when the institution needs consistency in criteria, traceability in records, and order in execution, these subcommittees operate as an internal mechanism to ensure that guidelines do not remain only in documents.
Context: 2026 leadership has already been appointed and has called for “responsibility” and “trust.”
The ceremony completed a stage of a process that Kukkiwon formalized in early February: on February 2, 2026, it appointed Kang Dae-in as chair of the 2026 Technical Deliberation Committee and formed a management team (vice chairs and secretary), in addition to appointing subcommittee chairs.
At the ceremony, Yoon Woong-seok urged those appointed to take on their roles with a sense of responsibility and mission, and called for collaboration to increase internal and external confidence in the institution.
For his part, Kang Dae-in said he took on the position with a strong sense of responsibility and pledged that the committee would fulfill its essential function.
Profile of the new committee president
In the official statement, Kukkiwon reported that Kang Dae-in (9th Dan) has held management and technical positions within Taekwondo structures in Korea, with a background in the Korea Taekwondo Association (technical and registration areas), as well as experience as a local leader and roles related to selection in Poomsae.
Six areas to complete the operational structure
The selection of these six subcommittees for a specific ceremony was not just for show: Examinations, Records, and Order/Discipline form the triangle that has the greatest impact on the perception of consistency and internal control; Planning and PR support coordination and public outreach; and Breaking operates as a discipline with its own identity within the culture of traditional Taekwondo.
At the same time, the February 2 statement listed a broader ecosystem of subcommittees (17 areas in total) and noted that Kukkiwon moved forward to complete the organization “in the shortest time possible.”
