The program represented the first major commitment made by the new administration and was conceived as a structural tool to raise the level, consistency, and projection of Asian refereeing on a continental level. Its implementation required several months of preparation, planning, and coordination and was completed responsibly despite the logistical and organizational challenges inherent in a project of this magnitude.

The call for applications received approximately 300 submissions from across Asia, from which 100 referees representing 30 countries were selected to actively participate in the educational process. The high level of interest, together with the commitment and professionalism demonstrated by the participants, confirmed that the initiative transcended the event format to establish itself as an educational program with real impact and measurable results.

The operational development was carried out with the direct collaboration of advisor Kyungbae Lee, whose participation was essential in coordinating the technical and organizational aspects, contributing experience and solidity to the training process.

In the preliminary stage and during the implementation of the program, ATU particularly highlighted the work of instructors Ki su Lee, Kheh Jatuporn, Darren Lee, and Seungjae Heo, who actively contributed to the academic preparation and overall quality of the content taught.

The organization also highlighted the fundamental role of the ATU Secretariat, whose internal and sustained work was key to the successful implementation of the program. The areas for improvement identified during this first edition were acknowledged and will be incorporated as part of the process of strengthening and optimizing future educational initiatives.

With this program, the Asian Taekwondo Union established a clear institutional starting point for referee education in Asia, aligned with a modern, planned, and sustainable vision for the development of taekwondo on the continent.
