World Taekwondo has confirmed the appointment of its Council member Mohamed Shaaban as Technical Delegate for the Olympic Games Los Angeles 2028, marking his second consecutive term in this role following Paris 2024.

Shaaban becomes the youngest Technical Delegate in Olympic Taekwondo history and the first representative from Africa to hold the position across multiple Games, reflecting the global structure of the sport’s leadership.

The appointment ensures continuity in the technical leadership of Taekwondo as the sport begins its preparation cycle for the Olympic Games Los Angeles 2028.

The appointment was made by World Taekwondo President Dr Chungwon Choue and reinforces continuity within the organisation’s technical framework as preparations advance toward LA28.

“It’s a confidence given by President Choue to do this for the second time,” Shaaban stated, highlighting the responsibility associated with the role.

Structured preparation towards LA28

The operational approach for Los Angeles 2028 will build on the working model established during the Paris Olympic cycle, where regular coordination meetings were held with the Organising Committee over a two-year period.

According to Shaaban, this structured collaboration will continue, allowing World Taekwondo to refine all technical and operational aspects of the competition environment.

Key areas of focus

As part of the preparation process, World Taekwondo has outlined several areas of ongoing development:

  • Continued use of major events such as the Grand Prix and World Championships to enhance operational readiness
  • Ongoing improvements to the Protector and Scoring System (PSS), particularly in relation to protective equipment
  • Engagement with athletes and coaches through established committees to ensure feedback is incorporated into decision-making processes

This approach reflects the organisation’s commitment to maintaining alignment between technical development and stakeholder input throughout the Olympic cycle.

Coordination with LA28 Organising Committee

World Taekwondo has maintained an active working relationship with the LA28 Organising Committee, supported by existing professional links within its Games structure.

Further coordination meetings and venue inspections are scheduled as part of the planning phase, including detailed reviews of competition layout and logistical operations.

Taekwondo events at LA28 are planned to take place at the LA Convention Center, which will also host other Olympic sports, providing an integrated competition environment.

Implementation of updated rules

World Taekwondo has also confirmed that recently approved changes to the Competition Rules and Interpretation will come into effect from June 2026, with initial implementation at the Grand Prix in Rome.

These updates are part of the standard evolution of the sport’s regulatory framework during each Olympic cycle, with a focus on ensuring consistency and effective application across all competitions.

Looking ahead

With more than two years remaining before the Olympic Games, World Taekwondo continues to advance its preparation strategy through coordinated planning, technical development and stakeholder engagement.

The appointment of Mohamed Shaaban represents a continuation of this process as the organisation moves into the next phase of the LA28 cycle.
